Removing wallpaper borders is an easy and effortless task. For the easiest method, fill a spray bottle with water and spray the edges of the paper. Give the water time to soak in and once it has done so, use a scraper, preferably plastic, to scrape off the paper. My advice is to heat the wallpaper in sections and peel off slowly as you proceed. You may not enjoy this method if you are a time conscious person as it is tedious and can take very long. Extra caution needs to be taken so that you do not end up burning yourself with the steam.

If after all the above methods and your wallpaper border has still refused to budge then it will be wiser and safer to just invest in a commercial wallpaper remover. Many brands exist in the market and none are alike. Looking for a good wallpaper remover is as good as browsing online or taking a trip to your general store. Some interior home stores also sell wallpaper removers. Each manufacturer has their own set of instructions so follow each with caution and care.

The final thing you need to do after you have removed the entire wallpaper border is to wipe the whole area with a moist sponge and water. The last thing you need is a sticky wall due to all the remaining adhesive. Wait a few days for it to dry before you consider putting up another wallpaper border or paint.
